Sending business payments from the US to Qatar
A US company pays a Qatari supplier, contractor or subsidiary by SWIFT wire, in US dollars or riyals, to the IBAN of the company's account at a Qatari bank. Qatar Central Bank fixes the riyal at QR 3.64 per US dollar and the US Country Commercial Guide records no restriction on the flow of capital, so a dollar invoice is routine. This guide covers the details to collect, the rules, timing, documents and fees.
- Qatar Central Bank fixes the riyal at QR 3.64 per US dollar, a peg authorized by Amiri Decree No. 34 of 2001, as reported by Gulf Times.
- The US government's Country Commercial Guide states that there is no restriction on the flow of capital in Qatar, which has sixteen banks: nine Qatari institutions and seven foreign bank branches.
- Qatari banks offer corporate accounts in currencies such as QAR, USD, EUR and GBP, subject to bank approval.
- Qatar Central Bank has prohibited banks and financial institutions in Qatar from dealing in virtual assets, so supplier payments run through bank transfers.
- Doha is 7 hours ahead of New York in the US summer and 8 hours ahead in the US winter.
Details to collect from your recipient in Qatar
Qatari bank accounts have an IBAN, the International Bank Account Number, and the bank has a SWIFT code for payments from abroad. Many Qatari companies hold a riyal account and a dollar account at the same bank, each with its own IBAN. Ask for the IBAN that matches the invoice currency.
| Detail | What to ask for | Why it matters |
|---|---|---|
| Beneficiary name | The company name exactly as on the account and commercial registration | Name mismatches lead to queries |
| IBAN | The IBAN of the USD account for a dollar invoice, or of the riyal account | A dollar wire to the riyal account is converted by the bank |
| Bank name, address and SWIFT code | 8 or 11 characters | Routes the wire |
| Intermediary bank | The US correspondent the bank names, if any | Needed by some US banks |
| Reference | Invoice or contract number | Lets the bank match the receipt |

USD or riyals: what Qatar's rules mean for your payment
Qatar pairs a fixed exchange rate with open capital flows. That makes a dollar invoice low-risk for a Qatari company and simple to receive, and it is why contractors, distributors and trading companies in Qatar often price in dollars. The US dollar to Qatari riyal page covers the peg.
| Rule | What it says | What it means for your payment |
|---|---|---|
| Exchange rate | QCB fixes the riyal at QR 3.64 per US dollar (Amiri Decree No. 34 of 2001) | Little currency risk in paying or receiving dollars |
| Capital movement | No restriction on the flow of capital | No exchange control forms for a trade payment |
| Banking market | Sixteen banks: nine Qatari institutions and seven foreign bank branches | Most recipients bank with a QCB-licensed bank |
| Qatar Financial Centre banks | Licensed by the QFC Regulatory Authority; not allowed to offer stand-alone retail banking outside the QFC | Companies outside the QFC normally use QCB-licensed banks |
| Virtual assets | QCB prohibits banks and financial institutions from dealing in them | Pay by bank transfer |

The peg fixes the reference rate, not the rate a bank gives. If you pay riyals, compare your provider's rate with 3.64 to see the margin. For the recipient's account options, see USD business accounts in Qatar.
Rails and arrival times to Qatar
A payment from a US account reaches a Qatari bank by SWIFT through the bank's US correspondent, and the dollars settle in the United States on Fedwire. Fedwire runs from 9:00 p.m. ET on the previous day to 7:00 p.m. ET on weekdays, with a 6:45 p.m. ET deadline for customer transfers, and does not settle at weekends or on Federal Reserve holidays.
| Route | What the recipient receives | Timing, as published | Notes |
|---|---|---|---|
| SWIFT wire in USD to the USD IBAN | US dollars, net of any deductions | Swift reported in August 2023 that 89% of payments on its network reached the recipient's bank within an hour; crediting follows on a Qatari business day | The standard route |
| SWIFT wire in USD to the riyal IBAN | Riyals, converted by the bank | Credited on a Qatari business day | Compare the rate with 3.64 |
| Letter of credit | Dollars against documents | On presentation of complying documents | Common on contracting and government-related work |

Because the wire is credited only when both Fedwire and the Qatari bank are open, a payment sent on a US Friday afternoon is credited in Doha on the next Qatari business day at the earliest. Send payments with fixed due dates early in the US week.
Documents, screening and why payments to Qatar are held
Qatari banks apply their own due diligence: they ask who the payer is, what the payment is for, and for documents on new or large flows. The Country Commercial Guide also notes tightened liquidity in the local banking market, and banks may prefer established relationships, so a new recipient may face more questions on a first large receipt. Put the contract or invoice number on the payment. Helm does not currently provide USD account details to companies based in Qatar; this page covers paying a Qatari business from abroad.
On the US side, sanctions screening applies to every payment: OFAC states that all US persons, including US-incorporated entities and their foreign branches, must comply with its sanctions, so check the payee and its bank against OFAC's lists (OFAC FAQ 11).
| Problem | What happens | How to prevent it |
|---|---|---|
| Dollars sent to the riyal IBAN | Converted at the bank's rate | Ask for the USD account's IBAN |
| Name differs from the account | Queried or returned | Copy the name from the bank details |
| Missing intermediary bank | Routed slowly | Copy the bank's USD instructions |
| Payment offered in stablecoins | Qatari banks may not deal in virtual assets | Pay by bank transfer |
| Wire sent as SHA | Arrives short of the invoice | Use OUR for invoices that must be paid in full |

Costs: SHA, OUR and Helm's fees for payments to Qatar
A wire to Qatar can carry your provider's fee, intermediary deductions and the Qatari bank's receiving charge, which each bank sets in its own tariff. Under SHA, intermediary and receiving fees come out of the amount; under OUR you pay them. Our guide to OUR, SHA and BEN charges explains each option.
