USD to XOF for business payments

The West African CFA franc (XOF) is fixed to the euro at 655.957 francs per euro, so converting US dollars to XOF to pay a supplier in Côte d'Ivoire, Senegal or another West African Economic and Monetary Union (UEMOA) country means paying the euro to dollar rate plus the bank's margin. Export proceeds must come through a local bank, and banks are strict about documents under the 2024 exchange regulation, so the currency and the paperwork both matter.

The West African CFA franc at a glance

The West African CFA franc (XOF) is the shared currency of the eight UEMOA countries: Benin, Burkina Faso, Côte d'Ivoire, Guinea-Bissau, Mali, Niger, Senegal and Togo. It is issued by the Central Bank of West African States (BCEAO), whose statutes make price stability its priority objective. The franc has a fixed parity of 1 euro = 655.957 CFA francs, and the French Treasury states that France guarantees its unlimited convertibility at that rate under the cooperation agreement of 21 December 2019. Because the peg is to the euro, the franc's rate against the US dollar moves with the euro to dollar rate.

UEMOA exchange rules that affect your payment

The UEMOA adopted a new regulation on its external financial relations, Regulation 06/2024, on 20 December 2024, and the BCEAO issued instructions to apply it in July 2025. As summarized by Financial Afrik, Gide and Ecofin Agency, it tightened control. For a buyer paying a supplier in the Union:

  • Pay through the supplier's local bank. Export proceeds from outside the Union are collected through an authorized intermediary such as a local bank, which then transfers the foreign currency to the BCEAO. A payment to an account abroad does not fit this route.
  • Foreign currency accounts need approval. Residents need prior approval from the Ministry of Finance, after the BCEAO's binding opinion, to open a foreign currency account inside or outside the Union. Most suppliers therefore receive dollars into a CFA franc account, where they are converted on arrival.
  • Documents decide speed. For import payments, banks must execute or reject a transfer within five working days of the request and tell the client which documents are missing. The sanctions in the regulation fall mainly on banks, which is why they are strict about invoices and transport documents.
  • No crypto shortcut. The BCEAO stated in 2026 that cryptoasset regulation in the Union remains in preparation and urged caution, as reported by Ecofin Agency.

How a payment reaches a supplier in the UEMOA

A payment from abroad reaches the supplier's bank in the Union by SWIFT, through a correspondent bank. Because most local businesses hold CFA franc accounts, a dollar or euro wire is usually converted into francs on arrival at the bank's rate. Each bank publishes its own conditions.

What converting USD to XOF costs

Because the CFA franc is fixed to the euro, a dollar to franc conversion is really a dollar to euro conversion at 655.957 francs per euro. Its cost is the mid-market dollar to euro rate, the midpoint between buying and selling prices at that moment, plus the margin the bank or provider adds, plus the payment fee. Banks in the Union charge more to send money out than to receive it: BICICI's conditions list a 2.25% transfer commission and a 0.60% BCEAO transfer tax on transfers outside the UEMOA, and Standard Chartered Côte d'Ivoire a 1% exchange commission (minimum CFA 25,000) on transfers outside the Union in currencies other than the euro. Those charges matter if the supplier pays its own suppliers abroad from your payment.

Helm is a financial technology company, not a bank. Its US dollar account services are provided by Bridge Building, Inc. (NMLS ID 2450917), a licensed money transmitter, with customer funds held at Lead Bank. A Helm account holds dollars in your company's own name and sends international payments to suppliers by SWIFT, or by local rails in the supplier's currency where available, with the rate, fee and expected arrival shown before you send.

Helm agrees pricing with each business in writing before the account opens, and shows the rate, the fee and the expected arrival before you confirm each payment. See how Helm pricing works.

Pay a West African supplier in USD, EUR or XOF?

  • Pay EUR when the supplier will convert anyway. The fixed parity means the supplier receives a known franc amount, and you avoid paying for a dollar to franc conversion on its side.
  • Pay USD when the invoice is in dollars, accepting that the supplier's bank converts at its dollar rate.
  • Pay XOF for local services in the Union, through a provider that pays out locally.
  • Always pay the supplier's local bank and quote the invoice number, so the bank can match your payment to the export.
