USD to IDR for business payments

A foreign buyer can pay an Indonesian supplier in US dollars or convert to Indonesian rupiah (IDR), because Bank Indonesia's rule that transactions in Indonesia use rupiah exempts international trade. For goods, a dollar wire carrying the export references is usually the better route, since the supplier's bank must record it as export proceeds; rupiah payouts suit services and small orders.

Key takeaways
  • Bank Indonesia (BI) is mandated to achieve rupiah stability, which it defines as low and stable inflation and exchange rate stability against other currencies, under a Flexible Inflation Targeting Framework.
  • BI Regulation No. 17/3/PBI/2015 requires the rupiah for transactions in Indonesia but exempts international trade, so a foreign buyer may pay an Indonesian supplier in dollars.
  • Exporters must bring export proceeds into the Indonesian financial system by the end of the third month after the month of the export customs notification, through banks for non-natural resource exports.
  • BI-FAST moves rupiah in real time, 24/7, up to Rp250 million per transaction with a customer fee capped at Rp2,500; SKNBI takes up to Rp1 billion and BI-RTGS handles large values.
  • BCA charges USD 5 equivalent for a foreign currency inward remittance credited to a BCA account.

The Indonesian rupiah at a glance

The Indonesian rupiah (IDR) is issued by Bank Indonesia (BI), the central bank. BI's mandate, under the Bank Indonesia Act, is rupiah stability, which it defines as stable prices for goods and services together with exchange rate stability against other currencies. BI runs monetary policy under a Flexible Inflation Targeting Framework, in which inflation targeting is the core strategy and exchange rate and capital flow policies support macroeconomic stability. BI publishes JISDOR, its US dollar to rupiah reference rate, and reference rates for other currencies. The rupiah moves against the dollar, so a rupiah invoice carries exchange rate risk until it is paid.

Indonesian rules that shape your payment

Two sets of Bank Indonesia rules apply.

The rupiah rule

BI Regulation No. 17/3/PBI/2015 requires the rupiah for cash and non-cash transactions in Indonesia, but exempts international trade transactions and foreign currency deposits held in banks. A buyer abroad may therefore pay an Indonesian supplier in dollars. The same rule means that an Indonesian subsidiary or agent of yours must pay local suppliers, forwarders and staff in rupiah.

The export proceeds rule

Export proceeds are called devisa hasil ekspor (DHE). BI requires exporters to bring DHE into the Indonesian financial system by the end of the third month after the month of the export customs notification, and exporters outside natural resources must do so through banks. Under BI's 2019 regulation on export proceeds and import payments, a bank may credit a transfer of export proceeds only when the payment message carries the export information. Proceeds from a natural resource export worth USD 250,000 or more per export notification must go into a special account at a state-owned bank, under Government Regulation No. 2 of 2026.

That is why the currency and the route matter more in Indonesia than in most markets. A dollar wire with the export references lets the supplier's bank record it as DHE; a rupiah payout through a provider arrives as a domestic transfer without them. Our guide to paying suppliers in Indonesia sets out the reference formats banks publish.

WIB is Western Indonesia Time. For a dollar wire, collect the supplier's name exactly as its bank holds it, the giro valas account number (BCA uses 10 digits), the bank's SWIFT code (for example CENAIDJA for BCA or BMRIIDJA for Bank Mandiri), the purpose of the transaction and the export references the bank asks for. BCA publishes the format 1011//InvoiceNumber(AmountPaid), which feeds the system BI uses to match export proceeds with export documents. Check codes with our SWIFT code lookup.

What converting USD to IDR costs

The cost of a dollar to rupiah conversion is the mid-market rate, the midpoint between buying and selling prices at that moment, plus your provider's margin, plus the payment fee. With a large-denomination currency such as the rupiah, small differences in the quoted rate add up quickly, so compare the rupiah amount the supplier will receive rather than the rate alone. BI's JISDOR is a published reference you can check a quote against.

On a dollar wire, the supplier's bank may charge to receive it: BCA lists USD 5 equivalent for a foreign currency inward remittance credited to a BCA account, and USD 20 equivalent for an investigation. On a rupiah payout, BI-FAST's customer fee is capped at Rp2,500.

Helm is a financial technology company, not a bank. Its US dollar account services are provided by Bridge Building, Inc. (NMLS ID 2450917), a licensed money transmitter, with customer funds held at Lead Bank. A Helm account holds dollars in your company's own name and sends international payments to suppliers by SWIFT, or by local rails in the supplier's currency where available, with the rate, fee and expected arrival shown before you send.

Helm agrees pricing with each business in writing before the account opens, and shows the rate, the fee and the expected arrival before you confirm each payment. See how Helm pricing works.

Pay an Indonesian supplier in USD or IDR?

  • Pay USD for goods. A dollar invoice paid by SWIFT with the export references lets the supplier's bank record the payment as DHE, which the supplier must report.
  • Pay IDR for services, samples and small orders, where the supplier agrees. A rupiah payout over BI-FAST arrives within seconds below Rp250 million.
  • Do not send dollars to a rupiah account. The supplier's bank converts on arrival at its own rate.
  • Pay local parties in rupiah. Your Indonesian agent or subsidiary cannot pay local suppliers in dollars under the rupiah rule.

Questions

Can I pay an Indonesian supplier in US dollars?

Yes. BI Regulation No. 17/3/PBI/2015 requires the rupiah for transactions in Indonesia but exempts international trade transactions, so a buyer abroad may pay in dollars.

What is DHE in Indonesia?

DHE (devisa hasil ekspor) means export proceeds. Bank Indonesia requires exporters to bring them into the Indonesian financial system by the end of the third month after the month of the export customs notification.

What is BI-FAST?

BI-FAST is Bank Indonesia's real-time retail payment system. It runs 24/7, takes up to Rp250 million per transaction and caps the customer fee at Rp2,500.

What exchange rate does Bank Indonesia publish?

Bank Indonesia publishes JISDOR, its US dollar to rupiah reference rate, along with reference rates for other currencies. Banks and providers set their own dealing rates around the market.

Can my Indonesian agent pay local suppliers in dollars?

Generally no. The rupiah rule requires the rupiah for transactions inside Indonesia, so an Indonesian agent or subsidiary pays local parties in rupiah.
